Why might Skype work correctly when the VTC platform does not?

Skype is a social media platform and they do not take the steps that we do with our platform to meet the HIPAA and HITECH security standards.  As a result, Skype can connect with lower bandwidth and network connection speeds than are required with the VTC platform. But the slightly higher bandwidth and network connections required for the VTC platform are necessary for our platform to provide the encryption and security protocols not provided by Skype, but required by law to protect patient privacy when using video-teleconferencing for therapy sessions.
